1-3/4 cups flour
1 teaspoon baking soda
1/2 teaspoon salt
1/2 cup sugar
2 Tablespoons milk
1/2 cup brown sugar
1/2 cup shortening
1/2 cup peanut butter
1 egg
1 teaspoon vanilla
48 Hershey's kisses

Mix all ingredients, being carefull not
to overbeat.  Form into small balls, 1-1/2".  
Roll in sugar and place on an ungreased cookie 
sheet.  Bake for 10-12 minutes.  Take out and 
push a kiss into the middle of each cookie.  
Allow to cool completely before storing.
